US Ambassador Mussomeli arriving in Cambodia (2005-Sep-23)
Samngatki : One day ahead of Hun Sen’s return, US Ambassador
Mussomeli arrived in Cambodia to start his tenure. Asked at Pochentong
if he will remain the adamant critic as he was in Manila (his previous
posting), Mussomeli replied that he is neither quiet nor a useless talkative
person. He also expressed his wish to see the Khmer Rouge tribunal proceeding
under International law standard. A western diplomat anonymously mentioned
that Mussomeli would himself greet Sam Rainsy’s return at Pochentong.
Political prisoners pressured to make false confessions (2005-Sep-11)
Samngatki : After the arrest in June 2005 in the United States
of Cambodian Freedom Fighters (CFF)
leader Chhun Yasith, several former Sam Rainsy Party (SRP) members currently
detained in Cambodian jails after being accused of involvement in CFF’s
alleged terrorist activities, have been approached by the military intelligence.
They received the promise that they would be released if they accepted
to implicate higher ranking SRP leaders.
Prelude to an air-disaster at a historic Khmer monument (Siem Reap)

Rithia Young : As regards to the recent increase of number of
tourists to the level of 1.5 million people yearly, the number of take-offs
& landings of airliners at the proximity of the Angkor complex monuments
will increase accordingly. The occurence of an air-disaster might happen
anytime. In case of an airliner crash onto one or several historic monuments
of our Angkor complex in Siem Reap, who will be responsible for compensating
Cambodia for the immense & irreversible lost?
I highly recommend the Royal Government of Cambodia, especially the Cambodia
Civil Aviation Authority (CCAA) and the Sec. of State, H.E. Mao Havannal,
to either :
a) Speed up the construction of a new Intern'l Airport which is to be located
further away from our historical monuments & in an unpopulated area
;
b) Reclassify Siem Reap Intern'l as a regional Airport as before [the main
international remains Pochentong]. By doing so, it will benefit more our
economy as to increase the number of day-spending in Cambodia, the development
of land [and river] transportation and of a variety of other related sectors.

Des Khmers-Américains touchés par Katrina (2005-Sep-04)
Radio Free Asia : L'ouragan Katrina a
endommagé au moins une trentaine de maisons de Khmers américains
dans l'État d'Alabama, mais on ne sait pas s'il y a eu des morts.
Notons qu'au début de cette semaine, Katrina a déferlé
sur quatre États du sud des E.U. dont le Mississippi, la Louisiane
et l'Alabama, faisant des centaines de morts. Un rapport des autorités
fait craindre qu'il y avait des milliers de morts.
L'État le plus touché est la Louisiane, en particulier la
cité de Nouvelle-Orléans submergée par l'inondation
et qui comptait le plus grand nombre de victimes. Le Vénérable
Huon Sérei, de la pagode de Velavanta, dans la ville de Mobile,
Alabama, pagode où se rendent régulièrement des fidèles
venant d'autres États, a fait savoir, samedi, à Radio Free
Asia qu'une centaine de Khmers-Américains vivent actuellement à
la Nouvelle-Orléans, mais qu'on ignore tout de leur situation, le
réseau téléphonique étant complètement
hors d'usage. Ven. Huon Sérei a ajouté que l'ouragan a fait
des dommages à des propriétés de Khmers américains
et que les autorités ont apporté des secours aux victimes,
leur fournissant de la nourriture et de l'eau, et les relogeant dans des
endroits sécuritaires avant les opérations de nettoyage.
Le président George W. Bush, après sa visite aux 3 États,
vendredi, a déclaré qu'il ne peut pas oublier ce spectacle
de désolation.
China donates 6 patrol vessels to Cambodia (2005-Sept-02)
Xinhua : Chinese government Thursday donated 6 patrol vessels
to Cambodia to help it strengthen marine security. More than 300 people
attended the hand-over ceremony at the Port of Sihanoukville, about 230
km southwest of capital Phnom Penh. Em Sam An, Secretary of State of Interior
Ministry, and Chinese Economic and Commercial Counselor to Cambodia Sun
Weiren presided over the ceremony. Em Sam An highly valued the Chinese
donation of the patrol vessels, saying that the donation again demonstrated
the traditional friendship between Cambodia and China. He said that he
firmly believed that the patrol vessels will play an important role in
Cambodia's fighting of pirates and smugglers and will further strengthen
Cambodia's social stability and territorial security, as well as the economic
development.
Expressed his thanks for China's persistent assistance, Em said, "The
traditional friendship between our two countries has stood the test of
time, and has been developed and consolidated in recent years." "The
assistance offered by the Chinese government, such as telecommunication
equipment, cars, motorcycles and fire engine, has already played an important
role in strengthening Cambodia's public security and safeguarding the security
of people and property," Em added.
Sun Weiren hopes the police of the two countries to further enhance
cooperation and support in various fields. He said that the Chinese government
would like to strengthen the cooperation with Cambodia in the fields including
agriculture, human resources development and infrastructure, and would
encourage more Chinese companies to invest in Cambodia.
Sam Rainsy est plus utile en liberté qu'en prison (2005-août-26)
Pendant la deuxième guerre mondiale, les soldats allemands se disaient
: "Un bon Français est un Français mort". Au même moment,
dans les îles du Pacifique, les Marines américains se disaient
: "Un bon Japonais est un Japonais mort".
Qu'on ne se fasse point d'illusion ! Ni Hun Sèn ni Ranariddh n'ont
envie de rigoler ! Toute cette histoire de poursuites et de contre-poursuites
judiciaires, c'était Sam Rainsy lui-même qui a commencé.
Il a même marqué un point important : l'hebdomadaire L'Express
a largement publié des documents fournis par le chef du PSR sur
la corruption de Norodom Ranariddh. Tant et si bien que le président
de l'Assemblée nationale du Cambodge a fini par poursuivre pour
diffamation le magazine français. Quand ce procès commencera,
L'Express citera pour sa défense la source des documents incriminés
(ou incriminants). Si donc à ce moment-là Sam Rainsy est
en prison, on voit mal l'administration cambodgienne, corrompue et aux
ordres de Hun Sèn, autoriser le prisonnier à témoigner,
devant une cour française, contre le sale mais puissant Ranariddh.
Il est important pour tout le Cambodge que Norodom Ranariddh soit reconnu
corrompu, même par une cour étrangère. Pour cela il
faut que le témoin à charge (ou à décharge)
le plus important soit disponible. Sam Rainsy a déposé une
plainte pour corruption contre Ranariddh devant un tribunal de Phnom Penh.
Il doit finir cette tâche ... même devant un tribunal
de Paris.
1) The venom of snake Sihanouk

son biographe et ami Julio Jeldres, le prince Norodom Sihanouk a écrit,
entre autres [version anglaise par M. Preuk dans RepublicofCambodia] :
As for the overseas Lonnolian Khmers (USA, etc.), including the offspring of the Losers of the April 17, 1975, they never cease sending emails and other messages to my Son, King Preah Sihamoni, to let Him know their utmost hatred of Norodom Sihanouk whom they insult, vilify with the help of doctored photos while promising, with an incredible superiority complex, that in a not too distant future, they will crush, destroy, discredit, smut Norodom Sihanouk forever. These famous Lonnolian Republicans from the "new generation" promise to my Son Preah Norodom Sihamoni, King of Cambodia, that they will reinforce their Power to knock me down by allying themselves with the personalities of the current Cambodian Regime who are very unhappy about me, and, on the other hand, by launching mortal assaults against me under the framework of the Khmer-UN Tribunal in charge of judging the surviving Khmer Rouge Chiefs. I was never afraid of the enemies of Cambodia or those of Sihanouk. I have fought them one after another, never yielding, never retreating. My new Enemies, I will fight them, never allowing them to imprison me. But, I must not forget that our Cambodia needs to maintain the Monarchy incarnated with dignity by King Norodom Sihamoni. Chinese premier meets Cambodian king (2005-Aug-12)
Stressing China-ASEAN ties
BEIJING, Aug. 11 (Xinhuanet) -- Chinese Premier Wen
Jiabao met with King of Cambodia Norodom
Sihamoni here Wednesday. Wen said the China-Cambodia friendship
is fostered through efforts of generations of leaders from the two countries
and has endured the test of international changes over the past years.
"The two sides have always actively developed friendly relations as good
neighbors and achieved a series of substantial results in bilateral cooperation
on the basis of peaceful coexistence, which benefits China, Cambodia and
our two peoples," Wen said. Wen stressed that the Chinese government attaches
great importance on its good-neighborly friendship with Cambodia and values
its special friendship with the Cambodian royal family. "China is willing
to join hands with Cambodia to step up mutually beneficial cooperation
in all areas in a bid to bring bilateral relations to a new level," he
said. The China-ASEAN (Association of Southeast Asian Nations) relationship
has seen rapid development in recent years and China cherishes that very
much, Wen said. "We hope to see a united and strong ASEAN. We hope to make
joint efforts with all ASEAN member states to promote regional cooperation
and contribute to regional peace and prosperity."
Sihamoni said the leaders and peoples from the two countries have established profound friendship over the past years. His visit to China is aimed at carrying the traditional friendly relations into the future. Sihamoni expressed the Cambodian people's appreciation for the great achievements gained by the Chinese people and are grateful for China's sincere support and help to them throughout the decades. He said the current friendly exchanges and cooperation are down-to-earth, mutually beneficial and inspiring. The Cambodian royal family, parliament, government and people will continue to consolidate the traditional friendship between Cambodia and China and to deepen bilateral exchanges and cooperation in all aspects. He reiterated Cambodian's firm adherence to the one-China policy and objection to so-called "Taiwan Independence" in any form. Sept ans de prison pour Cheam Channy (2005-août-09)
Le Nouvel Observateur : Des défenseurs des droits de
l'homme ont dénoncé mardi 9 août une "menace grave
pour la démocratie" au Cambodge après la condamnation "politique"
d'un député de l'opposition à sept ans de prison pour
complot contre l'Etat, également condamnée par les Etats-Unis.
Au lendemain d'un procès militaire expédié en six
heures, le juge Ney Thol a estimé que les preuves étaient
suffisantes pour reconnaître Cheam Channy, membre du Parti Sam Rainsy
(PSR, opposition), coupable d'avoir formé un groupe clandestin dans
l'intention de renverser le gouvernement du Premier ministre Hun Sen. Un
autre membre du PSR, Khom Piseth, a été condamné à
cinq ans de prison par contumace. L'opposant a fui en Norvège où
il a reçu le statut de réfugié politique.
