Thai leader blasts Cambodian press for sensationalistic reports hurting  relations (2005-May-24)
         BANGKOK, Thailand (AP) - Prime Minister Thaksin Shinawatra on Monday criticized the press in neighboring Cambodia for publishing what he said were false reports that Thai soldiers had shot to death Cambodian workers. Thaksin said such reports were sensationalistic and hurt bilateral relations. In January 2003, Cambodian mobs burned the Thai Embassy and Thai-owned businesses in Phnom Penh after false reports that a popular Thai actress had suggested that Angkor Wat rightfully belonged to Thailand. "Cambodian media which report false stories are useless newspapers. They report the sensationalist stories with the aim of creating a sense of nationalism and causing the conflict between the two countries," Thaksin told reporters before departing for a conference in South Korea. "The reports about Thai soldiers shooting Cambodians is not true, and I don't think it will lead to conflict like last time," Thaksin said. It was unclear to which reports Thaksin was referring, though the shooting deaths earlier this month of five Cambodian workers at a furniture factory in eastern Thailand by unidentified masked gunmen drew Cambodian press attention and a government protest.

         Relations between Thailand and Cambodia have been strained in recent weeks due to disputes over border demarcation. The tension led both sides to reinforce troops at some points on the border, and Cambodia to temporarily halt access to a famous temple which is on the frontier. Thaksin said Monday the border dispute had ended because he and Cambodian Prime minister Hun Sen had agreed to jointly resolve the  problem. Thaksin has frequently shown his displeasure with the Thai press also for publishing stories critical of government policy or embarrassing to his administration.

         OBJECT: 16 Fighters Aircrafts Shenyang F-6 taken away by RSVN

         As a Khmer living in Canada, I humbly solicit HM, Samdech and HRH, in the spirit of continuing atmosphere and process of cooperation and strengthening friendship of our two Nations in the future (Cambodia and Viet Nam), to send a RCAF’s delegation to Hanoi to negotiate to repatriate the 16 fighter aircraft Shenyang F-6 brand new taken away from Cambodia during the 1978 invasion of our Motherland by VN.
         These 16 brand new aircraft were donated by PRC to Cambodia in 1977 for RCAF to defend our airspace integrity, but were taken away by force during the invasion in 1978 (Reference to www.scramble.nl/kh.htm & HE Ieng Sary, former Min. external affair, as a living proof).
         China could play an influential and significant role as mediator in this negotiation to recover those donated aircraft by PRC to Cambodia during the year 1977.

         The F-6 is the Chinese version of the MiG-19, which as of the mid-1990s was still in production in China. The PLAAF has over 3,000 of these maneuverable daylight fighters. The J-6 was thought to be an obsolete aircraft but recent reviews of PLAAF tactics show that the J-6 can be used to ambush and defeat much more capable machines due to its great close in air combat flight performance. The use of J-6 jets by Pakistan against more capable Indian jet fighters in the recent clashes over Kashmir shows that the J-6 is a formidable air to air foe in close in dog fighting.
         It is a testimony to this capable air plane that the infamous Col. Toon of the North Vietnamese air force used the J-6 to down 12 US aircraft. In fact, China opted to cease production of the Mach two J-7 (MiG-21 variant) in favor of producing more J-6 jets. The J-6, which began flight tests in 1958, was China's first supersonic jet fighter. The F-6 has six attachment points for external stores. The outboard wing stations can carry a 550 pound bomb or a 760 or 400 liter drop tank or the CAA-1b air to air missile. The inboard wing stations can carry practice bombs or rocket pods with either 8 x 57mm, 16 x 57mm, or 7 x 90mm rockets.

Cambodian Muslims flock to Thailand's troubled South (2005-May-19)
         SA KAE0, May 19 (TNA) - Thai immigration officials on the Thai-Cambodian border have reported an unusual rise in the number of Muslim men from Cambodia travelling to Thailand's three southern border provinces. More than a hundred Cambodian Muslims a day have recently crossed the border into Thailand, the deputy immigration chief at Aranyaprathet, Pol. Lt. Col. Nirut Reungjinda told TNA on Thursday. That is about ten times more than usual, he said. Thai immigration officials are thoroughly inspecting the Cambodian Muslims as they cross the border and making copies of their passports and travel documents. ''Most of them have informed our immigration officials they wanted to visit their relatives in southern Thailand. Some have said they were travelling further to Malaysia to attend religious studies,'' he said.
         Thai border officials are wary of the men because they all had valid passports and visas, even though these are very costly, Col. Nirut said. It usually costs around 20,000 baht for a Cambodian to acquire a national passport and a Thai visa and this would normally be beyond their means, he said. ''These men were also always accompanied by an Islamic cleric who would hire a minivan to take them down to Narathiwat province. They said they were poor and the cleric would pay for all their expenses,'' he said. Thai detectives have been tracking these men and keeping an eye on their whereabouts and activities in Thailand. ''We fear that these Cambodian Muslims might have been lured by the southern insurgents to take part in their activities,'' Col. Nirut said.
         Thailand's three Muslim-dominated southern border provinces of Narathiwat, Pattani and Yala have been plagued by violence since early 2004. More than 600 people have died in the violent unrest. The Cambodian authorities have been keeping an eye on the rapid growth of a Muslim village in Poi Pet, about 4 kilometres from Thai border, according to a Cambodian official. Founded a year ago, the village population has grown from 900 Muslims to more than 10,000 people, he said. Cambodian and foreign Islamic clerics have visited the poor villagers and persuaded them to convert to Islam by promising them free food and jobs in Thailand and Malaysia, the official said. The Cambodian authorities believe the funds have come from overseas, he said.

Tensions Aux Frontières - Le DÎNER Se Fait Attendre (2005-Mai-15)

         Svay Rieng : Deux ressortissants vietnamiens, soi-disants fonctionnaires du service d'hydraulique de Tay Ninh, ont causé tout un émoi chez les autorités frontalières et la population locale de Svay Rieng ; ils ont transporté par motocyclettes 10 poteaux en ciment et les ont plantés, en territoire cambodgien, le long d'une tranchée d'irrigation d'une plantation de canne à sucre de Prey Ta Y, district de Svay Teab, Svay Rieng.          Il est à remarquer que, depuis que le roi-père Norodom Sihanouk, président du Conseil suprême des frontières, a déclaré que les frontières khmères sont abusées par les pays voisins, le Vietnam a fait ériger des poteaux et des bornes frontalières à divers endroits, et déployé des troupes qui patrouillent le long de la ligne de démarcation, ce qui a alarmé les populations locales cambodgiennes. Phnom Penh closes Khao Phra Viharn ruins - Gate ordered shut pending negotiations
         By Sanoh Voralak : Cambodia has closed the Khao Phra Viharn ruins indefinitely, as Thai and Cambodian troops are being deployed along the border area following a recent conflict. Thailand protested to Phnom Penh for allegedly building living quarters for its officials close to the border and deployed about 100 of its paramilitary rangers along a 1km stretch of the border from Pha Mo E-Daeng to Phu Makhua. Cambodia asked Thailand to withdraw its troops from the border, saying the construction of the living quarters is taking place on its side of the border. It also protested against Thailand for having built a checkpoint near the entrance to the Khao Phra Viharn ruin, which belongs to Cambodia, but is only accessible via Thai soil.
         Jum Chaw Vee, commander of a Cambodian unit responsible for guarding the ancient ruins, said he had ordered the gate to Khao Phra Viharn closed indefinitely pending negotiations between Thailand and Cambodia. He said Thailand must withdraw its troops to at least 500m from the border as agreed previously by the two sides.
         Lieutenant-General Hern Wanprasert, commander of the Second Army, yesterday visited the rangers and received a briefing on the situation from Colonel Ath Singhatthit, commander of the 23rd Ranger Unit. Following the briefing, Col Ath departed, choosing not to comment on the situation. [The Bangkok Post]

3) King-Father appeals to the Cambodian people to directly report to him on border encroachments
         Khmerintelligence.org : Only three days after the first meeting in Beijing of the Supreme National Council on Border Affairs, King-Father Norodom Sihanouk appeals to the Cambodian people (“anonymous patriotic Compatriots”) to discretely travel to border areas, listen to the farmers living there and directly report to him on border encroachments by neighbouring countries. 4) N.P. : Il y a près de 3 semaines, quand il fut nommé président du Conseil suprême des frontières, Sihanouk s'est dit assez fort pour aller "sur le terrain" et planter des bornes, et que le Conseil commencera son travail par un dîner au palais royal, le 9 mai. Eh bien, ce dîner se fait attendre puisque le prince est toujours à Beijing.
