New Royal Decree to give more power to ex-Monarch Norodom Sihanouk as Border Council President
(2005-May-15)
         Samngatki : At its first meeting in Beijing on 11-12 May 2005, the Supreme National Council on Border Affairs examined the possibility of giving more power to King-Father Norodom Sihanouk in his capacity as Council President. The issue was raised by Princess Norodom Vacheara who submitted a draft for a new Royal Decree on the role, the functioning and the powers of the Council. The rationale behind the draft is the fact that when the old Decree was issued on 27 April 2005 nobody had thought King-Father Norodom Sihanouk himself would be appointed as King Norodom Sihamoni’s Representative and Council President.
         The main points of the draft are the following:
         - Article 1: The Supreme National Council on Border Affairs is created in order to [better] defend and guarantee Cambodia’s territorial integrity in line with Article 2 of the Constitution.
         - Article 2: The composition of the Supreme National Council on Border Affairs is as follows:
                         1- King’s Representative: His Majesty King-Father Norodom Sihanouk as President.
                         2- Senate President’s representative: H.E. Chea Cheth as Vice-President.
                         3- National Assembly President’s representative: Princess Norodom Vacheara as Vice-President.
                         4- Prime Minister’s representative: H.E. Sok An as Member.
                         5- CPP representative: H.E. Say Chhum as Member.
                         6- Funcinpec representative: H.E. You Hockry as Member.
                         7- SRP representative: H.E. Sam Rainsy as Member.
           etc.

Bought in 1986, the 22 aircraft strong MiG-21 fleet was not granted a successful career within the air force. Lack of spares forced the fleet to stand down in 1992. A current overhaul project (by IAI) is hampered by lack of finances. A non-flying future is what this 7105 is awaiting for the time being.

The transportfleet of Cambodja consists of the Transport Squadron within the air force and a VIP squadron which is controlled by the Council of Ministry. Both units operate a variety of aircraft-types, including this An-24RV (XU-312), an ex-Kampuchea Airlines example.

Despite the fact that no squadron is permanently based here, Battambang air base is also used by the Cambodian Air Force.

Cambodja operates two examples of the heaviest and most powerful helicopters in the world. The Mi-26 can carry up to 20 tons of cargo. Here, XU-268, shows its impressive size.

           People's Republic of Cambodia - More than 20 years after the end of the power of the Red Khmer, Cambodia still suffers from the results of the wiping out campaign against the own population. Among the victims were also most pilots of the Cambodian Air Force, a bloodletting of which the small force hasn't recovered to this day. Only in 1985, seven years after the fall of the China-supported Pol Pot regime it was possible to start to rebuild the Cambodian Air Force. This was done with assistance of Vietnam which had made the fall of the Red Khmer possible with its military engagement and the Soviet Union. The latter delivered second-hand MiG-21bis and MiG-21UM from 1986 on.
           Kingdom of Cambodia - In 1992 the UNO brokered an armistice to end the civil war raging since the end of the Khmer Rouge rule. Extensive disarmament of the war parties was part of the agreements. So the (then sporadic) flying service of the MiG-21s ended and in accordance with the armistice agreement the aircraft were due to be scrapped. But that did not happen. Instead in 1996 the governments of Cambodia and Israel signed an agreement about the upgrade of 12 MiG-21bis and two MiG-21UM to MiG-21 2000 standard. The program has been considerably delayed or even was stopped completely because of insolvency of the Cambodians. According to unconfirmed reports at least some aircraft have been delivered, others were seen in Namibia (!).

           N.P. : We have seen why no Cambodian plane took off and met with the Thai F-16s which violated Cambodia air space from May 2nd to May 4th. The latter intrusions coincided with the visiting Cambodia by a French warship named Le Marne at Sihanoukville. On January 17, 1941, 40% of Thai navy moored at Koh Chang were destroyed by 5 colonial French warships departing from Ream, Cambodia : Le Lamotte-Picquet, Le Dumont-d'Urville, L'Amiral-Charner, Le Tahour et Le Marne (see Kampuchea Ning Sahapoanth Indouchen, http://geocities.com/sievphovkhmer/Kam4a.pdf). The incident also occured during the formation of the Cambodian Supreme Border Council. The Thais gave a message to the Khmers : You want your legitimate and legal borders. Are you able and willing to defend them?
