         Khmerintelligence.org : In 2004, at least three Taiwanese nationals suspected of having connections with the organized crime (mafia, triad) obtained Cambodian citizenship:
         - Lu Hsiu-Shia, born in Taiwan on 29 December 1949, naturalized Cambodian by Royal Decree dated 25 August 2004.
         - Tsai Heng-Lan, born in Taiwan on 11 March 1951, naturalized Cambodian by Royal Decree dated 12 October 2004.
         - Ho Wen-Jui, born in Taiwan on 27 October 1972, naturalized Cambodian by Royal Decree dated 12 October 2004.
         Hundreds foreigners (Chinese, Taiwanese, South Koreans, Thais, etc.) have paid bribes to get Cambodian citizenship over the last few years. With their newly-acquired Cambodian passports, and sometimes "Oknha" titles, they can buy or manage to grab land in this country with the complicity of corrupt government officials, which makes more and more native Cambodians landless. Some of those "new Cambodians" were criminals in their countries of origin, who have found a safe haven in Cambodia.
         In 2000, Chen Chi-li, a notorious mafioso who led the Taiwan-based Bamboo Triad was arrested in Phnom Penh and subsequently released. Chen Chi-li was an official adviser to Senate and CPP President Chea Sim and had been granted Cambodian citizenship and the "Oknha" title.
         There is also evidence about government involvement in drug trafficking with the case of Police General Em Sam An, then head of Cambodia's National Anti-Drug Authority, whose direct assistant Sok Sopheak was arrested (and subsequently released) in 2001 for his involvement in drug-related crime. Em Sam An is now a Secretary of State at the Ministry of Interior.


Unbelievable 2004 Cambodian brothers

Phnom Penh : A 13-year-old girl, left alone at home by her both working parents, was raped by a nearby suburban dweller, Chhuon Chhin, 20, and yelled for help. Some women neighbours came in and tried to help but the culprit threatened to kill them, they all backed off and Chhin got away. The girl's father filed a suit at the police post. Three days later, December 29, Chhin came back home and was denounced by villagers to the police which caught him at 1:30 pm.

Soon after the arrest, the house of the victim went in flames [photo]. The rapist's brother, Chhuon Chhoeun, 23, was seen around the burning house, trying to extinguish the fire ... not of the house but of the surrounding dry grass by fear -- maybe -- the fire could reach other habitations.
