Increase in political tension (2005-Apr-06)
Khmerintelligence.org : King-Father Norodom Sihanouk’s popular
Web site was shut down for 3 days (April 2 to 5) possibly as a result of
a political crackdown by the Phnom Penh government. Prime Minister Hun
Sen has recently reacted very strongly to critical analyses and comments
by the retired King and his childhood friend Ruom Ritt, whose caustic letters
were regularly posted on the royal Web site. The mounting tension is reflected
in an April 5 article in The Cambodia Daily titled “Hun Sen Criticizes
Retired King’s Past Actions”, and in an April 5 e-mail from the King-Father’s
official biographer Julio Jeldres titled “Prime Minister's Threats”.
Hun Sen was particularly upset by the King-Father’s recent diplomatic initiative
in the form of an Open Letter to the Governments of Vietnam, Thailand and
Laos (see KI, 01 April 2005: « Ex-King Norodom Sihanouk implicitly
calls Hun Sen and Ranariddh “traitors” »). As an indication of his
unhappiness with the current situation in Cambodia, the retired King –
who has been denouncing corruption and human rights abuses – has gone into
another self-imposed exile by postponing his return
from China until (at the soonest) July 2005, whereas he was expected
to be back in the country for next week’s celebrations of the Cambodian
New Year.
The former Monarch is also disappointed because his initiative to help
resolve the current political crisis (triggered by the removal of the parliamentary
immunity of three opposition lawmakers last February) was turned down by
Hun Sen and National Assembly Speaker Norodom Ranariddh – who
lets Hun Sen attack his royal father.
Ranariddh left Manila this morning without saying anything at
the IPU conference (2005-Apr-06)

the same means he used earlier this week to travel from Cambodia to the
Philippines: Flying his own plane, the King Air 90 he bought in France
last month (see KI, 01 April 2005: “Ranariddh
owns two planes and two helicopters”). He did not take the floor
at the IPU conference as originally scheduled.

Around Nong Duc Manh's visit to Cambodia (2005-Mar-31)
1) Viet Nam, Cambodia to accelerate implementation
of bilateral agreements
Phnom Penh (VNA) - Vietnamese Deputy Prime Minister Vu Khoan
and Cambodian Deputy Prime Minister Sok An met in Phnom Penh on Mar. 29,
within the framework of the official visit to Cambodia by General Secretary
Nong Duc Manh. The two sides discussed issues of cooperation in infrastructure
construction, trade, healthcare and personnel training in order to accelerate
the implementation of bilateral cooperation agreements between the two
countries. Deputy PM Khoan said Viet Nam is expeditiously carrying out
agreements signed between the two countries. He asked the Cambodian side
to give Viet Nam technical assistance in importing machines and equipment,
and granting visas to Vietnamese workers to ensure the tempo of
building and upgrading some highways in Cambodia with Viet Nam's assistance.
He said that Viet Nam has boosted commercial cooperation with Cambodia
and will continue to expand it. The two sides should study and coordinate
in establishing commercial and industrial parks in their common border
areas with the aim of bringing bilateral trade turnover to 1
billion USD in the coming years. Viet
Nam will continue to cooperate with and help Cambodia in personnel training.
Deputy PM Sok An, who is also Minister in charge of the Council of Ministers'
Office, highly welcomed the Cambodia visit by Vietnamese General Secretary
Nong Duc Manh, describing it as a foundation for further enhancing the
friendship, solidarity and cooperation in many fields between the two countries.
Sok An said Cambodia will do its best to facilitate the implementation
of bilateral agreements.
2) Colloque Vietnam-Laos-Cambodge sur l'exploitation
commune du CDMA
Nha Trang (AVI) - La coordination entre le Vietnam, le Laos et le
Cambodge dans l'utilisation de la bande de fréquence des 450 MHz
au service de la défense frontalière était
au centre d'un colloque à la ville de Nha Trang, province de Khanh
Hoa (Centre). Le colloque a été organisé par le ministère
de la Poste et des Télécommunications du Vietnam et le groupe
Qualcomm. Il a attiré la participation des dizaines de gestionnaires
des trois pays dans les télécommunications et d'experts des
organisations technologiques internationales du CDMA (Code Division Multiple
Access). Les participants ont discuté des politiques favorisant
l'utilisation en partage du CDMA (ou bande de fréquence des 450
MHz) entre les trois pays, le roaming et la gestion des réseaux
de télécommunications.

Anyway you can feel they put pressure everywhere on different levels in
different places in Cambodia. They seem to want to govern on behalf of
khmers immediately. King Ta Sihanouk's messages dated 18 march and after
about borders and land grabbings show that King Sihanouk anticipated these
pressures. And yuons show, thru the visit of Nong Duc Manh, they want to
short-circuit Sihanouk the earliest possible, by dialoguing with many different
khmer interlocutors without respecting any governmental protocol of bienséance.
Jeeeesssss ! how these invaders look down on khmers... Congratulations

PS : The reception given by king Sihamoni is highly diplomatic, we hope this show-off is the only gift given to that communist invader. We are waiting to see whether he (Sihamoni) had said "no" to that bouffon (non diplomatic french term) on safeguarding national integrity issue.
